Description

The U.S. Army Corps of Engineers (USACE) Baltimore District is planning the re-procurement of an indefinite-delivery indefinite-quantity (IDIQ) single-award delivery-order contract for ALUM (ALUMINUM SULFATE) and POLYALUMINUM CHLORIDE (POLYALUMINUM HYDROXYCHLOROSULFATE) for the Washington Aqueduct Division (WAD) in Washington, D.C. Attached is a draft statement of work (SOW).The Washington Aqueduct supplies potable water to approximately one million people in the District of Columbia and Northern Virginia. As part of the water treatment and supply system, the Washington Aqueduct maintains and operates the Dalecarlia and McMillan Water Treatment Plants (WTPs), both of which utilize the subject chemicals in their operations.This is a synopsis of the requirement ONLY. The Government is exploring the use of a reverse auction as a procurement method for acquiring this product. An official Request for Quote (RFQ) is anticipated to be posted in Unison Marketplace on or around March 18, 2026.
Background

The Washington Aqueduct supplies potable water to approximately one million people in the District of Columbia and Northern Virginia, maintaining and operating the Dalecarlia and McMillan Water Treatment Plants which utilize these chemicals in their operations.

Work Details
The contract involves the supply of ALUM (Aluminum Sulfate) and POLYALUMINUM CHLORIDE as follows:

1. **Chemical Name**: Aluminum Sulfate (Alum)
- **Strength**: 47-49% as Al2(SO4)3*14H2O
- **Projected Annual Maximum Quantity**: 10,000 dry tons
- **Projected Annual Minimum Quantity**: 12 dry tons
- **Unit of Measure for Invoicing**: dry tons
- **Delivery Load Size**: 12 dry tons (±10%)
- **Requirements**: Must conform to AWWA Standard B403 and NSF/ANSI Certification 60.

2. **Delivery Destination**: Dalecarlia Water Treatment Plant.
3. **Government Projected Requirements**:
- Maximum total contract capacity not to exceed 50,000 dry tons over five years.
- Minimum quantity is set at 12 dry tons.
4. **Information Required Upon Contract Award** includes contact information for sales, ordering, dispatching, vehicle operators, and technical support, along with a completed Accident Prevention Plan addressing safety measures related to chemical handling.

Period of Performance
The period of performance shall be for a total of five (5) years from the date of award.
