Alternative Transportable Temporary Housing Unit (ATTHU) Purchase, Transportation, and Installation

Background
The U.S. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) is issuing this contract to provide Alternative Transportable Temporary Housing Units (ATTHUs) as part of its mission to assist disaster survivors.

The goal of this contract is to procure, transport, and install ATTHUs on the Island of Maui, ensuring compliance with federal, state, and local laws and regulations.

Work Details
The contractor shall be responsible for the following tasks:

1. **Purchase**: Acquire up to four manufactured ATTHUs, including 1-bedroom and 2-bedroom models that are newly constructed or not previously used. Units must meet minimum size requirements (245 sq. ft for 1-bedroom and 315 sq. ft for 2-bedroom).

2. **Transportation**: Transport units from the manufacturing location to designated sites in Maui using standard shipping containers, ensuring all necessary permits are obtained.

3. **Installation**: Set up units including water, sewer, and electrical connections; provide utility runs of up to 25 feet; ensure units are placed on code-compliant foundations; pull all required permits; conduct joint inspections with FEMA; and ensure readiness for occupancy.

4. **Warranty**: Provide a minimum 12-month transferable warranty on installation workmanship, materials, and labor from acceptance by FEMA.

Period of Performance
The period of performance is expected to be six months after award.

Place of Performance
The contract will be performed on the Island of Maui.
