Description

The contractor shall be responsible for transporting and installing transportable housing units. For purposes of this contract, FEMA calls these units Alternative Transportable Temporary Housing Units (ATTHUs). The ATTHUs shall be modular steel-framed or non-wood material of equivalent strength, and must fit inside a 40' standard height shipping container for transport. The ATTHUs shall be delivered to an installation location on the island of Maui (county of Maui), to be determined at the time of award. The contractor shall provide a full design package and build the ATTHUs in compliance with the requirements in this contract and the applicable Federal, state, and local laws and regulations. The contractor shall be responsible for obtaining design approval with the County of Maui using the Design Registration process described in Appendix B, if needed.

Background
The U.S. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) is issuing this contract to provide Alternative Transportable Temporary Housing Units (ATTHUs) to assist disaster survivors. The goal of this contract is to manufacture, transport, and install ATTHUs in compliance with federal, state, and local laws and regulations. The units are intended to provide immediate housing solutions following disasters, ensuring that affected individuals have access to safe and secure living conditions.

Work Details
The contractor shall be responsible for the following tasks:

1. **Purchase**: Manufacture up to four (4) ATTHUs, which must be modular steel-framed or equivalent non-wood materials that fit within a standard 40' shipping container.

2. **Transportation**: Transport the units from the manufacturing location to designated sites in Maui, HI, including obtaining necessary permits. Units may be shipped whole or in halves as required.

3. **Installation**: Set up the units on compliant foundations, including water, sewer, and electrical hook-ups. The contractor must also provide utility runs of up to 25 feet and obtain all necessary permits for installation.

4. **Quality Assurance**: Conduct inspections and ensure that all installations meet safety standards and are habitable for FEMA applicants. This includes a joint inspection with FEMA after completing all necessary permits and quality control checks.

Period of Performance
The period of performance is expected to be six months after the award date.

Place of Performance
The contract will be performed on the island of Maui, Hawaii.
