THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command intends to award a cost-plus-fixed-fee, fixed-price-incentive-firm contract on a sole source basis to Exelis, Inc., Clifton, New Jersey, a wholly owned subsidiary of Harris Corporation, (hereafter referred to as Harris), for the procurement of Full Rate Production Lots 14-16 Integrated Defensive Electronic Countermeasures AN/ALQ-214(V)4 Onboard Jammer Systems. This effort also includes the repair of test assets and field support for the AN/ALQ-214(V)4. The contract will consist of one base year with two option years.

These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304 (1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Harris is the sole designer, developer, and manufacturer of the ALQ-214 system and is the only firm that can provide these supplies within the required timeframe.

This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITVE PROPOSALS). Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the Government. Companies interested in subcontracting opportunities should contact Harris directly. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
