Alpo Stabilization of Staple Bend Tunnel   2

Background
The Allegheny Portage Railroad National Historical Site (ALPO) is managed by the National Park Service (NPS), a bureau of the U.S. Department of the Interior (DOI). The NPS is responsible for preserving natural and cultural resources for public enjoyment and education.

The goal of this contract is to stabilize the Staple Bend Tunnel, which is significant as the first railroad tunnel built in the United States, ensuring its preservation for future generations.

Work Details
The contractor will perform various tasks related to the stabilization of the Staple Bend Tunnel, including:
1. Developing a Stabilization Maintenance Plan that involves inspecting tunnel walls and existing rock bolts, documenting concerns, and providing an action plan.
2. Scaling approximately 3,528 square feet of rock.
3. Conducting a fossil inventory for 80 hours.
4. Installing 14 rock bolt anchors.
5. Filling voids with 180 cubic yards of concrete.
6. Applying gunite over 2,310 square feet.
7. Installing drainage systems over 2,500 linear feet.
8. Setting up signposts and mobilization efforts, along with access/site setup/safety measures.

Period of Performance
The contract performance period is from October 1, 2026, to December 31, 2027.

Place of Performance
The construction projects will be performed at the Allegheny Portage Railroad National Historical Site located in Gallitzin, Pennsylvania.

Bidder Requirements
Bidders must meet several requirements including: being a Small Business Set Aside - Total (SBA), providing performance and payment bonds within ten calendar days after award, having relevant contractor or trade licenses for tunnel stabilization work, and demonstrating experience with similar projects in tunnel stabilization or historical restoration.
