Synopsis:

The United States Air Force, AFLCMC/Base Support Contracting Division, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement is additional capacity to the Alpha Spectroscopy System for the Air State Air Force School of Aerospace Medicine Radiation Laboratory located at Wright-Patterson AFB. The reason for lack of competition for the Alpha Spectroscopy System is the only system available that is able to meet all AF requirements. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)

This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334516: Analytical Laboratory Instrument Manufacturing and FSC code 6640: Laboratory Equipment and Supplies. Business size standard for NAICS 334519 is 500 employees.

The proposed source is Mirion Technologies (Canberra). A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources or authorized distributors may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Wednesday, 24 July 2019 by 1:00 pm EST and meets all the following requirements:

Minimum Requirements:

The Alpha Analyst system shall include a recoil suppression system as a standard feature on each instrument. The recoil suppression system shall maintain consistently low backgrounds, maintain sample throughput to extend the life of alpha detectors.

Humidity Conditions: Normal up to 95%

No refrigeration.

Dimensions:

2 each benchtop units with Six dual spectrometers in each unit, Chassis, System Controller, Integration of Spectrometer, Vacuum and controller in benchtop cabinet. A450-18AM Alpha PIPS Detector, Direct Drive Vacuum Pump,

MODULES - Two vacuum chambers per Dual Spectrometer Module.

VACUUM CHAMBERS - Low background stainless steel; 8.26 x 6.03 x 6.35 cm (3.25 x 2.375 x 2.5 in.), H x W x D. This is a std size for this manufacturer.

SAMPLE SIZE - Up to 51 mm (2.0 in.) in diameter.

SAMPLE-TO-DETECTOR SPACING - 1 to 45 mm in 4 mm increments. Adjustable shelves within the chamber, each adjustment is 4mm.

MAXIMUM DETECTOR SIZE - 1200 mm2. Our specification is for 24 A450-18AM PIPS detectors.

VACUUM GAUGE - Intrisic Vacuum monitoring of each Dual Alpha Spectrometer Module is performed by the respective module's processor; read out by the host computer

VACUUM RANGE - 0 to >26.7 kPa (0 to >200 Torr).

VACUUM/BIAS INTERLOCK - The Dual Alpha Spectrometer Module will turn on the bias when a vacuum level of <10 kPa (<75 Torr) is reached.

EMERGENCY VENTING - Manual vent screw to vent both chambers of a Dual Alpha Spectrometer module, in the event of a communications, computer or power failure. Located on the valve block on the rear panel of the module.

BIAS SUPPLY - Bias control for each Spectrometer Module; the bias for both Detectors/Chambers on a Spectrometer Module is set identically; controlled through the host computer; adjustable in 1 V increments from 0 to 100 V.

DETECTOR LEAKAGE CURRENT MONITOR: - 4 nA to +2500 nA range;

REFERENCE PULSER - Each chamber in a Spectrometer Module has its own independent pulser. The pulsers associated with all Spectrometer Modules are synchronized, allowing up to 48 chambers to be QA (Quality Assurance) checked simultaneously

- FREQUENCY STABILITY - 50 ppm.

- RANGE - 0 to 10 MeV; limited by system threshold to 70% of full range; computer controlled.

- ADJUSTMENT RESOLUTION - 12 bits (2.5 keV granularity).

- AMPLITUDE DRIFT - < 100 ppm/ C.

- LONG TERM DRIFT - < 0.005% of full scale/24 hours at constant temperature.

DELIVERY, INSTALLATION, AND TRAINING REQUIREMENTS

Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

Vendor shall deliver the system within 8 weeks of award.

Upon delivery, the vendor shall install system hardware and software, with integration into the current radioanalytical laboratory information technology enclave

Vendor shall provide 5 days of installation and familiarization training for radioanalytical laboratory personnel at Wright Patterson AFB. After training, personnel shall be capable of carrying out normal system operation.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows Mirion Technologies (Canberra) provides the only device capable of satisfying all of the Government's requirements due to being the only system able to meet all technical requirements. Other vendors provided their Alpha Analysts capabilities during the market research phase, but none could meet all of the technical requirements.
