Background
The solicitation is for alongside aircraft refueling and related services at Naval Base Ventura County, CA. The contract will be awarded for a period of four years with one five-year renewal option and a six-month option. The services include fuel storage, ground fuel services, management, operations, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of Owned, Contractor-Operated (GOCO) facilities at Naval Base Ventura County. The contractor will be responsible for the operation and maintenance of government fixed fuel facilities, aircraft and ship aviation fuel services, and ground vehicle fuel services.

Work Details
The contractor shall provide alongside aircraft fuel refueling, fuel storage, ground fuel services, management, operations, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of Owned, Contractor-Operated (GOCO) facilities at Naval Base Ventura County. The NB Ventura County Group is comprised of three geographically separated areas: Point Mugu; Port Hueneme; and Naval Outlying Landing Field (NOLF) San Nicolas Island. The contract includes a firm fixed price for the base period from November 1, 2018 through October 31, 2022 and an option period from November 1, 2022 through October 31, 2027. It also requires monthly pricing for MUCG (Monthly Use Cost Government Owned/Contractor Operated) services for both the base period and option period.
