This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Description/Statement of Work/Specification:

Date(s) and place(s) of delivery and acceptance:

Deliveries can begin upon notification of quote acceptance and must be completed by September 25, 2024.

This requirement shall be FOB Destination.

FAR Provision 52.212-1, Instructions to Offerors-Commercial, is incorporated by reference and applies to this acquisition. Please see the attached RFQ terms and conditions for the submission requirements and its addendum.

Offerors are required to complete in full FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 online and that is it up-to-date and valid. See the attached RFQ terms and conditions for more requirements.

FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Please see the attached RFQ terms and conditions for its Addendum.

FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is incorporated and applies to this acquisition. Please see the attached RFQ terms and conditions that are applicable to the acquisition.

We anticipate that there will be slight variations in tonnage load by load. Quantity variance shall be no greater than 20 tons at Dubois HQ location, CLIN 0001 and 7 tons at Mud Lake Feedlot, CLIN 0002. The Contractor is responsible for removing any quantity of alfalfa hay that exceeds the allowable variance. For the optional deliveries, the quantity variance shall be no greater than 6 tons on CLIN 0003, and no greater than 3 tons on CLINS 0004, 0005 and 0006.

NOTE: This is a firm, fixed price contract. Therefore, while we can accept a variance in quantity delivered, we will pay for only the quantity awarded. We will not pay more or less, regardless of the amount of the variance. As noted elsewhere, the Contractor is responsible for removing any amounts that exceed the allowable variance.

The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation.

Work Details
The USDA, Agricultural Research Service has a need to purchase a total of 360 tons of Alfalfa Hay delivered to the Headquarters Facility, Dubois, Idaho and 65 tons of Alfalfa Hay delivered to the Mud Lake Facility, Mud Lake, Idaho. Depending on Funding Availability, ARS would like to include 4 Options for additional Hay: Option #1: 60 tons Alfalfa Hay delivered to Headquarters Facility, Dubois, ID; Option #2: 30 tons Alfalfa Hay delivered to Headquarters Facility, Dubois, ID; Option #3: 30 tons Alfalfa Hay delivered to Mud Lake Facility, Mud Lake, ID; Option #4: 30 tons Alfalfa Hay delivered to Mud Lake Facility, Mud Lake, ID.

The specifications for delivery of the Alfalfa Hay at both locations include Bale Size: Square Bale, 4ft x 4ft x 8ft, tied with twine (commonly referred to as a 1-ton bale). Quantity variance shall be no greater than 20 ton at Dubois and 7 tons at Mud Lake on the Base Contract. For the Options, the quantity variance shall be no greater than 6 tons on Option 1 and no greater than 3 ton for each option from Options 2 through 4. The quality requirements include USDA Fair or greater 100% Alfalfa hay harvested in the 2024 Growing season with a RFV of 130% or greater. Delivery requirements specify that hay is to be delivered, unloaded and stacked four bales high on designated storage pads at each location. A weigh slip from a certified scale must accompany each delivery. Delivery can begin upon notification of bid acceptance (no later than August 5, 2024) and must be completed by September 27, 2024.
