Description

This is an INTENT TO SOLE SOURCE NOTICE only.

The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to Alcon Vision, LLC., located at 6201 South Fwy, Fort Worth, Texas 76134. Services will be for one (1) base year plus four (4) option years from 04/18/2025 through 04/17/2030 under NAICS 811210. The vendor shall provide all parts and services necessary to maintain Alcon Constellation LXT Vision System equipment.

This notice of intent is not a request for quotations; due to the unique characteristics needed for this service Alcon Vision, LLC. is the only responsible source and no other supplies or services will satisfy agency requirements. Therefore, this service is typically procured through a Sole Source NAC Contract through VHA without competition under FAR 6.302-1.

REQUIRED SERVICES:

Contractor shall furnish all parts, maintenance kits, consumable and expendable items, and supplies necessary to perform scheduled and unscheduled maintenance on the equipment. All materials and services provided shall be according to the OEM specifications and guidelines. During scheduled service intervals, all parts including new batteries and accessories shall be replaced at no additional cost.

This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement not later than 04/14/2025 at 8:00 AM CST, to marcus.sidney@va.gov . When responding to this announcement, respondents should put Notice of Intent ALCON in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. Responding as an interested party under the www.beta.sam.gov website does not constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after April 14, 2025, no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with Alcon Vision, LLC.

The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.

Background
