Description

FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This determination is based on the proposed acquisition's required area of responsibility for refuse pickup being solely within the area of the ACI's franchise agreement with the City of Alameda. Thus, due to the geographic area of responsibility, the Navy has demonstrated that the specific services required are so intrinsically tied to the franchise agreement that no other source could provide them.

Background
The Naval Facilities Engineering Systems Command, Southwest is proposing to enter a sole-source contract for refuse collection and disposal services at the Navy Reserve Center in Alameda, CA. This action is based on the exclusive franchise agreement between Alameda County Industries, Inc. (ACI) and the City of Alameda, which restricts waste management services to ACI within the designated area. The Navy's mission requires compliance with local regulations and environmental standards, making ACI the only responsible source for these services.

Work Details
The contract involves refuse collection and disposal services specifically for the Navy Reserve’s area of operation within Alameda County. The scope includes:

1. Base Period: 01 July 2025 – 30 June 2026.
2. Option Period One: 01 July 2026 – 30 June 2027.
3. Option Period Two: 01 July 2027 – 30 June 2028.
4. Option Period Three: 01 July 2028 – 30 June 2029.
5. Option Period Four: 01 July 2029 – 30 June 2030.
6. Option Period Five: 01 July 2030 – 30 June 2031.
7. Option Period Six: 01 July 2031 – 30 June 2032.
8. Option Period Seven: 01 July 2032 – 30 June 2033.
9. Option Period Eight: 01 July 2033 –31 December 2033.
