Ak-Kenai NWR-Motors for Patrol Boat

Background
The U.S. Fish and Wildlife Service (FWS) is issuing this solicitation for the procurement of motors and related equipment for a law enforcement patrol boat at the Kenai National Wildlife Refuge. The goal of this contract is to enhance the operational capabilities of the patrol boat used for wildlife protection and law enforcement activities within the refuge.

Work Details
The contractor will be required to supply the following items:
- 2 units of Honda BF150 DXDA motors
- 1 unit of Honda Control Box
- 1 unit of Stop/Start switch
- 1 unit of Trim Switch
- 1 unit of Key Switch
- 1 unit of Network Cable
- 2 units of Interface Kit
- 2 units of Display
- 1 unit of Trunk Cable
- 1 unit of Branch Cable
- 2 units of Drop Cable
- 2 units of Prop.

Additionally, installation labor is required. All items are to be delivered FOB Destination to the Kenai National Wildlife Refuge located at 33398 Ski Hill Road, Soldotna, AK.

The period of performance for this contract is from August 1, 2026, to August 31, 2026.

Bidder Requirements
This solicitation is set aside for small businesses. Bidders must be registered as an active vendor. The requirement is sole-source and name-brand specific for Honda products. Bidders must demonstrate technical experience and capacity to perform the required tasks within the specified period.

The solicitation for Honda outboard motors and related control components for the Kenai National Wildlife Refuge appears to have a closely related prior contract, 140FS126P0056, awarded to The Washington Marina Company for $23,676 (02/18/26–05/31/26). That prior award involved supplying new Honda 150 HP outboard engines (BF150DXRA) and box assemblies/remote control components, which aligns with the current requirement for two Honda BF150 DXDA motors and associated control box and switching/network/interface items. The use of the same engine family and similar control hardware suggests this effort may be a continuation or replacement procurement for patrol boat propulsion equipment.
