AJV UAS Engineering and Technical Support Services Requirement

**Amendment 0002: The purpose of this amendment is to provide answers to questions received on or before the established Q&A deadline and incorporate the following changes:

1) Section B.1 GENERAL: Operational Concepts, Validation and Requirements Directorate
(AJV-S) has been changed to Mission Support Services Strategy Directorate (AJV-S);
2) Section B.5 TIME AND MATERIALS (T&M CLINS) has been revised in its entirety;
3) Section H.9 TRANSITION/PHASE IN has been revised in its entirety;
4) Section H.10 CONTRACTOR RESPONSIBILITIES has been revised in its entirety;
5) Section J-Attachment 1: Operational Concepts, Validation and Requirements Directorate (AJV-S) has been changed to Mission Support Services Strategy Directorate (AJV-S) throughout the document;

6) Section J-Attachment 2 has been revised in its entirety;
7) Section J-Attachment 4 has been revised in its entirety;
8) Section L.4 GENERAL PROPOSAL INSTRUCTIONS has been revised in its entirety;
9) Section L.10.5 FACTOR V-COST/PRICE has been revised in its entirety.

The Question and Answers are hereby incorporated as part of this amendment in Section J at Attachment 5. No further questions will be accepted. A conformed copy of the full solicitation is included as part of Amendment 0002 inclusive of the summarized changes included in the Q&As. The conformed copy replaces previous versions of the
solicitation in its entirety. Unchanged attachments remain in full effect.

The proposal due date remains June 16, 2020 at 2:00pm ET.

**Amendment 0001: The purpose of this amendment is to extend the proposal due date in Section L.4-General Proposal Instructions of the SIR to June 16, 2020 at 2:00pm ET.

**Original Notice:

The FAA has a requirement for non-personnel support services to provide systems engineering and technical support services for operational needs assessment, concept exploration, development, and verification, as well as requirements continuity, for NAS system and service enhancements for programs under the purview of AJV-S. The Air Traffic Organization (ATO) Mission Support Services Strategy Directorate (AJV-S) is charged with identifying air traffic related shortfalls and developing, integrating, and prioritizing ATO requirements based on operational needs. This includes concept engineering and requirements validation (CE&RV) for new services, enhancements to existing services, technology transfer from the research community, and replacement of obsolete technology.

This competitive procurement will be Full and Open Competition utilizing Best Value Trade-Off procedures. The FAA will award an Indefinite Delivery, Indefinite Quantity (IDIQ), Time and Material (T&M) contract with a period of performance not to exceed 60 months (5 years). The resultant contract will have a one-year base ordering period and four (4) one-year ordering periods.

The North American Industry Classification System (NAICS) code for this requirement is 541990 - All Other Professional, Scientific and Technical Services with a Small Business Size Standard of $15 Million.

Questions and comments that arise from this solicitation should be submitted via e-mail in accordance with Section L.4, General Proposal Instructions by May 12, 2020 at 2 p.m. ET.

Proposals must be submitted in accordance with Section L.4, General Proposal Instructions by May 29, 2020 at 2:00pm ET.

This SIR is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
