Work is currently accomplished through multiple legacy systems of record, planning, and execution tools, many of which are desktop applications. Siloed teams experience gaps and overlaps in effort and perpetual lapses in data integrity due to disparate data sets. Consolidated planning, tracking, and forecasting require extensive efforts to collect and standardize data before it can be analyzed and rendered actionable.

This solutions development project will use agile development principles, with robust documentation, human-centered design, and an extensible infrastructure via the Agency Horizon DevSecOps toolchain. The Agency expects that the development process will be collaborative and iterative, with open, regular, and frequent communication between the Agency and the Contractor. The Agency expects that the development process will consist of 2-week sprint cycles.

The Agency expects that the initial phases of development will focus on user research and identity/access management.

Background
The Federal Aviation Administration (FAA) is seeking to improve its logistics and project management capabilities through the development of an integrated IT environment. The goal of this contract is to address existing inefficiencies caused by multiple legacy systems, enabling better data integrity and actionable insights through consolidated planning, tracking, and forecasting.

The contractor will utilize agile development principles and collaborate closely with the FAA throughout the project.

Work Details
The contractor shall provide the following services:
1. Base Year Labor (Time and Materials) - Engineering Support for Development of Program and Project Management IT Environment (Capital Reserve Project Reference Number: AJW-L500-24-005).
2. Base Year Travel (Cost Reimbursable) - Remote site travel for required tasks, meetings, and other requirements.
3. Option Year Labor (Time and Material) - Engineering Support for Development of Program and Project Management IT Environment (Capital Reserve Project Reference Number: AJW-L500-24-005).
4. Option Year Travel (Cost Reimbursable) - Remote site travel for required tasks, meetings, and other requirements.

The contractor must have certifications including Atlassian Platinum Partnership, Public Sector Specialization, ITSM Specialization, Agile at Scale Specialization, Certified Associate, and Certified Professional.

Base Year: 01 January 2025 - 31 December 2025; Option Year I: 01 January 2026 - 31 December 2026.
