This is a competitive best value solicitation using trade off procedures for a construction contract for the Advanced Individual Trainee Barracks (AIT) 1300 persons Dining Facility project located at Fort Sill, Oklahoma. The Government will evaluate proposals in accordance with the criteria, described herein and award a firm fixed-price contract to the responsible firm whose proposal conforms to all the terms and conditions of the solicitation and is determined the overall best value to the Government.

Background
This is a competitive best value solicitation using trade off procedures for a construction contract for the Advanced Individual Trainee Barracks (AIT) 1300 persons Dining Facility project located at Fort Sill, Oklahoma. The Government will evaluate proposals in accordance with the criteria, described herein and award a firm fixed-price contract to the responsible firm whose proposal conforms to all the terms and conditions of the solicitation and is determined the overall best value to the Government.

Work Details
The SOW includes evaluation of the clarity and strength of the overall organization, staffing, and joint venture participants’/teaming subcontractor’s contribution to the organization. It also requires submission of resumes for key personnel, including team members, with detailed experience in proposed roles, relevant education & training, total relevant experience, and qualifications necessary for this project.
The Offeror shall propose a contract duration and summary schedule. Additionally, there are requirements for completion of Letter and SF1442, completion of Pricing Schedule with price breakdown information, provision of Bid Guarantee, completion of Representations and Certifications in SAM website, and submission of Joint Venture Agreement if applicable.

Period of Performance
The period of performance extends until 10 June 2022 at 2:00 PM CST.

Place of Performance
The construction projects will be performed at Fort Sill, Oklahoma.
