Airfield Lighting Control System Upgrade (ALCMS), Fairchild AFB

Background
Fairchild Air Force Base (AFB) is seeking to modernize its Airfield Lighting Control System (ALCMS) to enhance its cybersecurity posture and align with Department of Defense (DOD) and U.S. Air Force (USAF) standards. The existing ADB SAFEGATE L-890 system requires comprehensive upgrades to its hardware and software to meet FAA AC150/5345-56 specifications and relevant sections of DAFGM 2023-32-01. Only the original manufacturer, ADB SAFEGATE, is authorized to perform these modifications due to the proprietary nature of the software, ensuring that life-safety functionality is not compromised.

Work Details
The contractor will provide a new Airfield Lighting Control and Monitoring System (ALCMS), including a comprehensive cybersecurity upgrade. The scope includes:

- System Upgrade:
- Replace ALCMS CPU equipment at the Air Traffic Control Tower (ATCT) and Vault nodes with new Industrial Microbox style CPUs running Windows 11.
- Replace all fiber drivers and unmanaged network switches with new managed fiber switches.
- Provide and install ACE 3 Door Upgrade kits for all 28 existing switchgear CCRs (24 5-step, 4 3-step).
- Update the ALCMS touchscreen Human Machine Interface (HMI) with new graphics for ethernet IP communication.
- Install three ACE 3 I/O units for monitoring and control of vault and remote I/O locations (SFL05, SFL23, Traffic Lights).

- Cybersecurity Enhancements:
- Deploy the ALCMS with Windows 11 24H2 or current certified version.
- Achieve at least 80% compliance with STIG/SRG standards as of January 1, 2025.
- Configure managed switches to lock down non-populated ports.
- Implement password protection for maintenance tools.
- Generate SHA-256 hash values at commissioning for configuration integrity baseline.

- Services:
- Provide technical submittals for approval prior to production.
- Conduct Factory Acceptance Testing (FAT) and On-Site Commissioning/System Acceptance Testing (SAT).
- Perform on-site installation, system checks, and commissioning over four one-week site visits.
- Provide training sessions for ATC personnel and maintenance personnel.

Period of Performance
The period of performance will be determined after contract award, with on-site work planned over four separate one-week trips.

Place of Performance
Work will be performed at Fairchild Air Force Base, WA, specifically at the Air Traffic Control Tower (ATCT), airfield lighting vault, and remote I/O control sites.

Bidder Requirements
Only authorized businesses that are original manufacturers or resellers of ADB SAFEGATE products may bid on this contract due to proprietary software restrictions.
