AirFASE License and Software Support

On 16 September 2021 the Naval Air Systems Command (NAVAIR) awarded a Firm-Fixed-Price (FFP) modification to Basic Ordering Agreement N68335-16-G-0008 Order N0001920F0035 to Teledyne Controls, El Segundo, CA, under an other than full and open basis. This modification procures one AirFASE (Flight Analysis and Safety Explorer) software license and software support. The total dollar value of the modification is $118,663, including options, with performance to be completed on or before 30 September 2025.

This order modification was awarded on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Teledyne is the Original Equipment Manufacturer (OEM) of AirFASE . The AirFASE software toolset is used by NAVAIR for the determination of airframe and engine usage from flight data generated by the P-8A Poseidon aircraft. Teledyne is also the OEM of the Multi-Function Data Acquisition Unit (MFDAU), which captures the flight data used by AirFASE . No other tool exists that can be used with the proprietary software Teledyne installs on the MFDAU. The Government possesses neither the technical data nor the computer software to enable a source, other than Teledyne, to meet the requirements.
