Aircrew Flight Equipment Test Equipment (AFETE)

Background
The government has a need to buy and repair Aircrew Flight Equipment Test Equipment (AFETE) to support operation and maintenance of Aircrew Flight Equipment. The equipment is required to perform operational checks, and the government does not own the technical data to pursue a full and open competition product and repair strategy. Chemring Energetic Devices, Inc. is the sole source manufacturer of this support equipment and is the only source capable of responding. As the manufacturer of the equipment, Chemring Energetic Devices, Inc. owns and processes all data necessary to meet this requirement.

Work Details
The AFETE system includes assets such as Joint Combined Aircrew Systems Tester (JCAST), Aircrew Test Set, Altitude Combined Aircrew Systems Tester-High Altitude (ACAST-HA), and Upgraded System Communication and Oxygen Tester (SCOT).
The specific products to be manufactured or delivered under the contract include repair/calibration of Legacy JCAST, production of Upgraded JCAST, repair/calibration of Upgraded JCAST, production of ACAST-HA, and repair/calibration of ACAST-HA. The quantities, unit prices, NSN numbers, associated documents, delivery requirements, and limitations of liability for each item are detailed in the solicitation.

Period of Performance
The basic contract period of performance is for 12 months with four one-year options.

Place of Performance
The place of performance for the AFETE production and repair services program is specified as Warner Robins Air Logistics Complex, Human Systems Division, AFLCMC/WNU, Sustainment at Robins AFB GA 31098.
