Background
The Federal Aviation Administration (FAA), specifically the Mike Monroney Aeronautical Center (MMAC) located in Oklahoma City, Oklahoma, is issuing a solicitation for Aircraft Pilot Coupling – Pilot Induced Oscillation (PIO) Qualification training.

The FAA's mission includes ensuring the safety and efficiency of the nation's air transportation system. The goal of this contract is to provide specialized training for FAA Flight Test Pilots and Flight Test Engineers to enhance their skills in managing aircraft pilot coupling and PIO.

Work Details
The contractor is required to provide Ground School and In-Flight Training for FAA Flight Test Pilots and Flight Test Engineers regarding Aircraft Pilot Coupling-Pilot Induced Oscillation (PIO). Specific tasks include:
- Conducting qualification training sessions that include both ground school hours and flight training hours, with an estimated class size of 12 students per class.
- Providing supplementary training hours as needed.
- Managing fuel costs associated with flight training, which will be reimbursed per occurrence.
- Student quotas for these courses will be assigned by the Aircraft Certification Service Enterprise Operations Division, AIR-900.
- The contractor must ensure compliance with all relevant FAA regulations and guidelines as outlined in the Performance Work Statement.

Period of Performance
The contract period of performance is from October 25, 2025, to October 24, 2030, covering a base year with options for additional years.

Place of Performance
The contract will be performed at the FAA Aeronautical Center located in Oklahoma City, Oklahoma.
