PRE-SOLICITATION NOTICE
PROJECT TITLE: AIRCRAFT PARKING RAMP REPAIRS AT FORBES FIELD, TOPEKA, KS
SOLICITATION NOTICE: W50S7Y21R6000

The 190th Air Refueling Wing, Kansas Air National Guard located at Forbes Field AFB, Topeka, KS intends to issue an Request for Proposals to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Removal of the Run Pad Parking Ramp. The intent of this project is to repair and replace aircraft parking aprons and taxiways to include partial depth and full depth reconstruction of approximately 24,000 square yards of PCC pavement, cold milling of AC pavement and AC pavement overlay that covers approximately 90,000 square yards. All construction and repairs must comply with provided engineering drawings and specifications as well as the DOD Unified Facilities Criteria, Air Force and FAA design standards.
This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents. Proposed solicitation issue date is on/about 9 September 2021. FAR Part 15.3 and DFARS Part 215.3 will dictate the source selection procedures for this acquisition. Evaluation factors will be included in the solicitation. The Government intends to award without discussions.
The contract duration is at 365 days, the North American Industry Classification (NAICS) Code is 237310 (Highway, Street and Bridge Construction), and the size standard of $39.5M. This project will be procured Unrestricted (Full and Open Competition) and the magnitude of this project is $10M - $25M. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required is the offeror is a large business and must be submitted with the offer.
The tentative date for the site visit is on-or about 27 September 2021, 10:00AM CST at the 190CES Building 760, Forbes Field, Topeka, Kansas. Interested contractors are encouraged to attend and shall follow instructions as shown in the solicitation. The proposal due date is scheduled for on-or about 12 October 2021, 1:00 PM CST @ U.S. Property & Fiscal Office for Kansas, Topeka, Ks. Actual dates and times will be identified in the solicitation.
Interested offerors must register in the System for Award Management (SAM) database prior to award of a contract. SAM registration is available online at the following Internet web address:
https://beta.sam.gov/. You will need your DUNS number to register. Instructions for registering are on the web page and interested bidders/offerors must register with beta.SAM.gov before accessing SAM. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY).
The solicitation and associated information and the plans and specifications will be available only from the Contract Opportunities page at beta.SAM.gov is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies.
IMPORTANT PAYMENT REQUIREMENT
In accordance with Federal Acquisition Regulation (FAR) Subpart part 4.1102, FAR clause 52.232-33 also requires SAM registration for payment.
