Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 70Z03825QS0000020 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of 28 November 2025, in accordance with the Revolutionary Federal Acquisition Regulation Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is being solicited as a competitive, Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. All responsible sources may submit a capability statement and/or proposal which shall be considered by the agency.

It is anticipated that one (1) firm-fixed price Requirements type contract will be awarded with a period of performance consisting of one (1) one-year base period and, if exercised, four (4) one-year option periods as a result of this synopsis/solicitation.

Background
The United States Coast Guard (USCG) is issuing this solicitation for Aircraft Maintenance and Aviation Life Support Equipment (ALSE) Maintenance and Support Services. The contract aims to support the USCG's operational requirements, particularly for the H-65 Dolphin helicopter, which has been in service since 1984.

Air Station Atlantic City is responsible for maintaining alert aircraft for various missions, including Search and Rescue and Presidential Protection. This contract is crucial for ensuring operational readiness and supporting training demands.

The Contractor shall provide trained personnel to perform Aircraft Maintenance Services, including:
