This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.6 and part 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03825QK0000008 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2025-01, effective 12 November 2024.

IAW FAR 6.302-1(b)(2), the United States Coast guard (USCG), Aviation Logistics Center (ALC) plans to award one (1) purchase order and negotiate only with Testek, Inc. (Cage Code 06659) as the only known source of the required services. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

The applicable North American Industry Classification System (NAICS) code is 811210. The small business size standard is $34 million in average annual receipts. This is an unrestricted equipment.

It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis a result of this solicitation for the evaluation, calibration, and repair of the Aircraft Electrical Component Test Stand (AECTS) IAW the attached Statement of Work (SOW).

Background
The United States Coast Guard (USCG), Aviation Logistics Center (ALC) is seeking to award a purchase order for the evaluation, calibration, and repair of the Aircraft Electrical Component Test Stand (AECTS). This contract is being issued as a sole source to Testek, Inc. (Cage Code 06659) due to their status as the only known source for the required services.

The goal of this contract is to ensure that the AECTS operates according to original equipment manufacturer (OEM) specifications.

Work Details
The Contractor shall provide all necessary equipment, tooling, labor, and material to perform testing, repair, and calibration of the AECTS located at IOD Shop 242, Building 63, 1664 Weeksville Road, Elizabeth City, NC. The Contractor must supply certified technicians for five days to complete evaluation, testing, repair, and calibration in accordance with OEM specifications.

The firm-fixed-price includes travel time, on-site hours, lodging, and other travel costs. The technician(s) must provide all tools and test equipment required for these services. Additionally, after calibration, a confidence run will be performed on each Ready for Issue (RFI) generator to ensure calibration accuracy. A certificate of calibration must be provided within thirty days post-visit detailing various specifics including certificate number and calibration results.

The services will be performed at the USCG Aviation Logistics Center located at 1664 Weeksville Road, Elizabeth City, NC 27909.
