Description

This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

The Air Force is looking for sources interested in and capable of providing just in time delivery of aerospace coatings, sealants, and technical assistance to support the OO-ALC at Hill Air Force Base (AFB), Utah. The OO-ALC supports the 309th Aircraft Maintenance Group (309 AMXG), 309th Commodities Maintenance Group (309 CMXG), 309th Maintenance Support Group (309 MSXG), and 309th Electronics Maintenance Group (309 EMXG).

The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 325510 which has a corresponding size standard of 1,000 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

Let us know if you have any questions about this sources sought. Its anticipated that this effort will begin in May of 2027 but may be awarded prior to that time or not at all.

Background
The Air Force is seeking sources capable of providing just-in-time delivery of aerospace coatings, sealants, and technical assistance to support the Ogden Air Logistics Complex (OO-ALC) at Hill Air Force Base (AFB), Utah.

The OO-ALC supports various maintenance groups including the 309th Aircraft Maintenance Group (309 AMXG), 309th Commodities Maintenance Group (309 CMXG), 309th Maintenance Support Group (309 MSXG), and 309th Electronics Maintenance Group (309 EMXG).

This Sources Sought Synopsis aims to conduct market research to identify responsible sources and determine if the effort can be competitive or a total Small Business Set-Aside. The government encourages responses from all small businesses, including those that are 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned.

Work Details
The contractor shall provide just-in-time delivery of aerospace coatings and sealants as well as technical assistance. Specific requirements include:
1. Coatings must comply with specifications in Appendix D; manufacturers must be on the Qualified Product List (QPL) or provide a batch-specific Certificate of Conformance (COC).
2. FMS 3600: An Advanced Spectrally Filled Polyurethane Topcoat proprietary to Lockheed Martin; only qualified product is FP-361 manufactured by CAAP Co.
3. The contractor must establish a minimum of two initial inventory kits within 60 days after receipt of Task Order and deliver supplies within 24 hours upon notification by the Authorized Hazardous Material Operator.
4. Storage conditions for FMS-3600 must meet specific temperature ranges and security procedures in compliance with ITAR regulations.
5. Aerospace sealants provided must meet military and commercial specifications, ensuring quality assurance and consistency between batches.
