Airborne Intelligence Surveillance Reconnaissance-Data Dissemination System

Background
The Defense Information Systems Agency (DISA) Transport Program Executive Office (IE), Airborne Intelligence Surveillance Reconnaissance-Data Transport (AISR-DT), Defense Information Technology Contracting Office (DITCO) PS8313 is seeking information from industry to assist with the development and planning of a potential new requirement for Airborne Intelligence Surveillance Reconnaissance (AISR) Data Dissemination System (DDS). The government is seeking industry’s ability to develop, build, and maintain an AISR DDS and associated AISR services. This includes expanding AISR requirements, evolving data sets, and new and advanced AISR, Sensor Data Dissemination and Full Motion Video (FMV) technologies, all providing enhanced support to the warfighter.

Work Details
All responses will need to address their ability to build and maintain the DDS enterprise transport and application platform for real-time AISR sensor data dissemination supporting global operations. In addition, it will outline various DDS enhancements and related adjacent program efforts to adapt to changing needs and threats, including an option to expand to other locations.
The government is seeking a potential solution set which addresses various technical characteristics such as a data agnostic black transport network, load-balanced globally accessible web portal for real-time AISR FMV access, 24x7 Operations support augmented with onsite Field Service Representatives (FSRs), AISR Subject Matter Experts (SMEs) for end-to-end AISR architecture engineering and support, Risk Management Framework (RMF) accreditation, Cross Domain Solution for mission partners, Transrating/Transcoding services, AISR video and architecture technology insertion and enhancements, cloud-based architectures and services.
