Background
This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. The information requested will be used within United States Transportation Command (USTRANSCOM) as market research to facilitate decision making and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI.

Work Details
The Contractor shall provide Air Terminal and Ground Handling Services (ATGHS) on behalf of the Air Mobility Command (AMC) in support of the Defense Transportation System (DTS) at Cargo City Kuwait International Airport (KWI), Kuwait. The services include facilitating on-time aircraft departures, maintaining the ability to provide the full range of ATGHS 24 hours a day seven days a week, and ensuring a sustained Working Maximum on Ground (WMOG) capability of two wide-body aircraft or any combination of narrow-body which equate to two wide body aircraft. The period of performance includes a three-month familiarization training, a base period, four one-year options, and a six-month extension. The contractor is required to operate 24 hours a day, 365 days a year, including weekends and holidays.

Period of Performance
Three (3) month familiarization training from 1 July 2023 through 30 September 2023, base period from 1 October 2023 to 30 September 2024, four one-year options taking performance through 30 September 2028, and a six-month extension.
