Air Pollution Training Institute (APTI) Learning Management System (LMS)

Notice of Sole Source Intent

This synopsis is to announce the Federal Acquisition Service (FAS)/Assisted Acquisition Services Division (AASD) on behalf of the Environmental Protections Agency (EPA) Office of Air and Radiation (OAR) and Office of Air Planning and Standards (OAQPS) intends to solicit and negotiate a contract on a sole source basis to perform operation and maintenance services on its Learning Management System (LMS). The learning management system (LMS) called APTI-Learn hosts the training and student records for all APTI-Learn users, including state and local organizations. APTI-Learn also draw students from all over the world who can take the online courses offered on APTI-Learn 24/7. APTI-Learn was created from the predecessor LMS, APTI (Air Pollution Training Institute) and is an ongoing requirement.

The procurement of this commercial item is prepared in accordance with the format in Federal Acquisition Regulation Part 12 as supplemented with additional information included in this notice and IAW test procedures outlined under FAR Subpart 13.5 Test Program For Certain Commercial Items. The anticipated one (1) year base and four (4) year option, Firm-Fixed Price (FFP) contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of 41 U.S. Code 1901 and 10 U.S. Code 2304.
The Government intends to solicit Cardno EM Assist, 90 Blue Ravine Rd Ste 180, Folsom, CA 95630-4731 DUNS 009291709 and CAGE code 07PR4 for the services described herein. The Government does not own or possess rights to reprocurement data to facilitate competitive procurement of the instant sustainment services from any other source. The solicitation will utilize North American Industry Classification Systems (NAICS) Code is 611420 with a size standard of $11 million.

The location of the place of performance is the Environmental Protection Agency (EPA) campus located at 109 T.W. Alexander Dr. Hillsborough, North Carolina 27709.

**This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal from Cardno EM Assist is being requested and a written solicitation will not be issued.

This synopsis should NOT be construed as a commitment by the Government or as a competitive request for proposals. Interested parties may identify their interest and capability by submitting a Statement of Capabilities to Ms. Jacqueline Milton at Jacqueline.Milton@gsa.gov and Mr. Dennis Martin at Dennis.Martin@gsa.gov . A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
