THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR AIR FORCE FAMILY INTEGRATED RESULTS & STATISTICAL TRACKING (AFFIRST)

The Air Force Installation Contracting Agency (AFICA) - 338 SCONS, JBSA-Randolph, Texas 78150-4302, announces the intent to award a follow-on delivery order to FA3016-16-F-0122 off of General Services Administration (GSA) contract GS-35F-0300T. The delivery order will be awarded on a sole source basis to Three Wire Systems, LLC, 3130 Fairview Park Dr., Ste 425, Falls Church, VA 22042-4521, statutory authority for the sole source procurement is 10 United States Code 2304(c) as implemented in Federal Acquisition Regulations ( FAR) 8.405-6(a)(1)(i)(B), "Only one source is capable of responding due to the unique or specialized nature of the work". The anticipated period of performance will be for one (1) base year and one (1) option year.

The anticipated award to Three Wire Systems, LLC is for the continuation of the AFFIRST hosting, maintenance and technical support services that include but is not limited to bug fixes, security patches and other system maintenance requests. The contractor will complete conversion of AFFIRST from the proprietary Xtendable platform to an "Open Source" code based architecture and completing the Risk Management Framework (RMF) Certification & Accreditation (C&A) actions required to obtain an Authority to Operate (ATO) that is required before a system can be deployed to the field.

This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. The NAICS code is 518210, Data Processing, Hosting, and Related Services and the size standard is $32.5M.
Responses submitted in response to this notice shall include the following:

a. Description of how the interested party plans to provide services as described in the attached PWS.

b. Your business size status (i.e. 8(a) Business Development Small Business Certification, Historically Underutilized Business Zone (HUBZone), Woman-Owned Small Business (WOSB), or Service Disabled Veteran-Owned Small Business (SDVOSB), Small Business, Large Business, etc.)

To be considered by the Government, interested parties must deliver their intent and capabilities to satisfy the Government's requirement to the Contracting Officer not later than 2:00 PM (Central Standard Time) on January 18, 2018. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsize on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement.
