Air Defense System Integrator (ADSI) and Advanced Fusion Tracking System (AFTS) Software

This is a Synopsis of Contract Action; this document does NOT constitute a Request for Quotation, Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZIEA will take procurement action in this matter. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.

The purpose of this synopsis is to notify industry of the United States Air Force intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications. The Government also recognizes that proprietary data may be a part of this effort, and cautions that such data be clearly marked "restricted" or "proprietary" data, and present it as an addendum to the non-restricted/non-proprietary information. Please do not request a copy of a solicitation as one does not exist.

This synopsis is for a proposed contract. The Government intends to negotiate with only one source under the authority of 10 United States Code (USC) 2302(b), as implemented by FAR 13.106-1(b)(1)(i) and AFFARS 5313.501

The Air Force Test Center (AFTC), Edwards AFB, intends to award a sole-source Firm-Fixed Price (FFP) contract to Ultra Electronics Advanced Tactical Systems. The proposed source is the manufacturer and possess a seamless transfer. Ultra Electronics Advanced Tactical Systems will be the one to provide the help desk support and software updates for the AFTS & ADSI software/hardware to the Edwards Flight Test Mission. Anticipated scheduled award date is 29 Apr 2019. The NAICS code is 511210.

REQUIREMENT: This request is for annual software renewal of the Air Defense System Integrator (ADSI) and Advanced Fusion Tracking System (AFTS) which are widely accepted fielded systems for tactical data line ((TDL) forwarding, command and control and provide an integrated air picture.

- Annual software item requirements:

QTY 1 : MAINT-TIER-I (ADSI)

QTY 1 : MAINT-TIER-VIII (TacViewC2)

QTY 3 : ACTS-REGIONAL-MAINT (AFTS)

- Required delivery: 30 DARO

- Period of Performance: 30 Apr 2019 to 29 Apr 2020.

The Government is requesting that interested concerns feeling they can fully support this requirement furnish the following information:

2. All information furnished shall be in writing and must contain sufficient detail to allow the government technical representative to evaluate and determine if it can meet the requirement.

A determination by the Air Force not to open the requirement, based on response to this notice, is solely within the discretion of the Air Force.
