The United States Air Force (USAF), Air Combat Command Acquisition Management Integration Center (ACC AMIC) is in the process of determining the acquisition strategy to obtain non-personal services for the Air Combat Training Systems (ACTS) Operations, Maintenance, and Engineering (OM&E) support at Barksdale AFB LA, Eglin AFB FL, Langley AFB VA, Mountain Home AFB ID, Nellis AFB NV, Seymour Johnson AFB NC, Shaw AFB SC, Tyndall AFB FL, Dyess AFB TX, Ellsworth AFB SD, Aviano AB IT, Spangdahlem AB GE, RAF Lakenheath UK, AFCENT Air Warfare Center, UAE. and JRB Fort Worth TX is expected to be added in Option Year 1. Some of these locations include support at locations geographically separated from the primary ACTS site.

As of 9 Mar 2022 - SITE VISIT

HQ ACC A3AR and HQ ACC AMIC are coordinating a Site Visit for the ACTS program. The event is scheduled for Tuesday, 5 April 2022 at Seymour Johnson AFB, NC. Please see below for additional details, as well as information required to be provided to AMIC prior to the Site Visit. If this information is not provided, access to the base & facilities may be prohibited. All discussion will be held at the unclassified level.

***Date: THURSDAY, 7 April 2022***

Time: Report To Visitor Center: 0830; Site Visit: 0900-1200

Number of Attendees Per Vendor: 2 per company, or 4 per joint venture/partner arrangement. NOTE: If we receive 15 or more attendees, we will determine if another session is required (i.e. morning & afternoon).

Information Required for Base Entry: If you do not have a government Common Access Card (CAC) Card or a Retiree Identification and Privilege Card, please provide the following information: First and Last Name, Date of Birth, Last four (4) digits of SSN, and Driver's License information (State of issuance/License Number). NOTE: Upon arrival to the Visitor Center, attendee will be required to provide Rental Agreement (Rental) or Insurance/Registration (POV).

Information Required for Facility Entry:

For CAC Card holder(s): First and Last Name, Date of Birth, and Last four (4) digits of SSN or full DoD Id Number.

For Non-CAC Card holder(s): First and Last Name, Last four (4) digits of SSN & Type Security Clearance (e.g. Secret, Top Secret, etc.) currently held. NOTE: Access to the facilities will not be allowed without a Security Clearance.

***Due to the information required for access/entry being considered PII, pls send an email to ACCAMIC.PKB.ACTSContract@us.af.mil requesting a DoD SAFE link. A member of the procurement team from either HQ ACC AMIC or HQ ACC AMIC will send a link to provide a secure portal for the information. An email response will be provided upon receipt of registration information.***

During the Site Visit, no phones, cameras, or any other type of recording devices are allowed in the briefing facility and/or flightline. Personnel identified using or possessing phones/camera will be separated from the group and removed from the facility and/or tour by USAF Security Forces personnel.

Questions during the Site Visit will only be related to the visit and the information presented that day. No other questions will be answered. All questions and responses relevant to the Site Visit will be made public on SAM.gov.

Background

Work Details
The contractor is required to provide a wide range of services including operations, maintenance, engineering, management, quality assurance, and security management for the ACTS program. The detailed tasks include general operations activities, airborne instrumentation systems operations and maintenance, portable instrumentation systems operations and maintenance, ground systems operations and maintenance, software engineering, radio and transceiver systems engineering, networks, components, and systems engineering. The contractor is also responsible for program management, quality management, security management, and maintenance management.
