Air Combat Command (ACC) Counter Small Unmanned Aircraft System (C-sUAS) as a Service

Background
The Department of the Air Force is addressing an increasing threat from Unmanned Aircraft Systems (UAS) that jeopardize installations, personnel, and national defense assets.

HQ ACC/AMIC is seeking to assess industry capabilities to provide a Contractor-Owned, Contractor-Operated (COCO) Counter Small Unmanned Aircraft System (C-sUAS) as a Service. The goal is to establish resilient and scalable Point Defense capabilities across Department of the Air Force installations using commercially available systems.

Work Details
The contractor will deliver a comprehensive service solution that includes:

1) COCO Operational Model: Supply, operate, maintain, modernize, secure, and dispose of all system components.

2) Detection, Tracking, and Identification: Achieve detection ranges from 3 miles (threshold) to 5 miles (objective) for Groups 1-2 sUAS and scalable to Group 3 threats.

3) Engagement and Neutralization: Engage threats before they breach the installation perimeter using approved kinetic/non-kinetic effectors while adhering to legal protocols.

4) Subsystem Architecture: Provide integrated sensor fusion for a Single Integrated Air Picture (SIAP), utilizing organic multi-spectral sensors.

5) Communications Group: Ensure resilient communications independent of external networks.

6) System Support Group: Maintain self-sufficiency for up to 96 hours. The contractor must also ensure seamless integration with Base Defense Operations Centers and comply with cybersecurity standards.

Bidder Requirements
Bidders must demonstrate direct past experience in providing counter-UAS or defense-as-a-service solutions within the last five years. They should provide corporate information including CAGE code, UEI number, business size status, and details on personnel qualifications including security clearances (Secret / Top Secret / SCI). Bidders must also address technical feasibility regarding detection ranges and neutralization rates.
