Description

This is a RFQ for the subject requirement to be awarded in accordance with Federal Acquisition Regulation (FAR) 8.405-2 procedures, the terms and conditions of the GSA MAS IT SIN 54151S, and the specific information, instructions and evaluation criteria are outlined in this RFQ and attachments. The Government intends to award a single FFP task order for the subject requirement. This action is being solicited with the intent to award via small business set-aside to a HUBZone qualified schedule contractor.

Air Carrier Analysis Support System (ACAS) Application & System Support is a web-based application for HQ AMC/A3B and USTRANSCOM AQ communities to support the safety oversight of commercial air carriers currently engaged or desiring business with the DOD. ACAS is essential to providing an integrated operational capability for safety analysis of accidents and incidents, operations, maintenance, financial analysis, and service quality information for both domestic and foreign commercial air carriers supporting DOD. ACAS provides every user the ability to pick from numerous capabilities within the system such as scheduling, CRAF, queries, data collection, and reports. Integrated within those focused areas are detailed information from the Federal Aviation Administration (FAA), National Transportation Safety Board (NTSB), USTRANSCOM Contract Airlift Division (TCAQ), news reports and others that populate data on every airline to accommodate fact-based decision making in a timely manner.

Work Details
The contract involves providing support for the Air Carrier Analysis Support System (ACAS) Application & System. The work includes tasks such as managing work and all functional tasked items, system sustainment/independent verification and validation (IV&V), testing, configuration management, helpdesk support, transition software for production release, maintaining a streamlined process flow from requirements gathering and definitions, change request processing, Out-of-Cycle and Emergency fixes. The contractor is also expected to have experience with software sustainment and modernization process, Agile methodology, release/build planning, responding to emerging technologies or changes to platforms such as Cloud, CI/CD, DevSecOps, automated testing. Additionally, they should ensure equipment is in place to meet all requirements as detailed in PWS paragraphs 9.

Period of Performance
The contract period of performance is for a six-month extension of services (EOS) from 01 October 2028 to 31 March 2029.
