1. Introduction: The U.S. Air Force 87 Contracting Squadron (CONS), Joint Base MDL, New Jersey, on behalf

of the USAF Expeditionary Center (EC) located on JB-MDL, NJ. has a requirement for providing Air Advisory

Instructors in accordance with Performance Work Statement (PWS) (Section 1.2, Attachment 0001) dated 26 June 2020.

2. Contracting Strategy: The Government contemplates a single award of a Firm Fixed Price (FFP) and Cost

(No Fee) Delivery Order to a Service-Disabled Veteran-Owned Small Business (SDVOSB). The acquisition is

based upon competition to represent the Best Value to the Government. For proposal instructions and

submittal information, see Section L, entitled Specific Instructions, Conditions, and Notices to Offerors. For the

basis of award, see Section M, entitled Evaluation Factors for Award.

3. Period of Performance (POP): The anticipated PoP is as follows:

Phase-In Period, One (1) Month PoP from 12 Oct 2021 through 11 Nov 2021 (Note: This is depending on

whether we make the PI period part of the Base Year or if it is the month prior)

Base Period, Eleven (11) Month PoP from 12 Nov 2021 through 11 Oct 2022.

Option Year 1, Twelve (12) Month PoP from 12 Oct 2022 through 11 October 2023.

Option Year 2, Twelve (12) Month PoP from 12 Oct 2023 through 11 October 2024.

Option Year 3, Twelve (12) Month PoP from 12 Oct 2024 through 11 October 2025.

Option Year 4, Twelve (12) Month PoP from 12 Oct 2025 through 11 October 2026.

4. Contract Kind/Type: This will be a hybrid contract with FFP and Cost (No Fee) types as follows:

FFP: Phase-In and Labor are established under CLINS 0001, 0002, 0003, 0004, 0005, 0006, 1001, 1002,

1003, 1004, 1005, 2001, 2002, 2003, 2004, 2005, 3001, 3002, 3003, 3004, 3005, 4001, 4002, 4003, 4004,

and 4005

Cost (No Fee); Travel Other Direct Cost (ODC) are established under CLINS 0007, 0008, 1006, 1007, 2006,

2007, 3006, 3007, 4006, and 4007

Not Separately Priced (NSP): Contractor Manpower Reporting (CMR) is a requirement under CLIN 0009 and

applicable for the entire life of the resultant DO.

5. All options, if exercised, will be exercised in accordance with the terms and conditions of the DO. Option

Clauses incorporated in the solicitation are as follows:

FAR 52.217-5, Evaluation of Options (Jul 1990)

FAR 52.217-9, Option to Extend the Term of the Contract (Mar 2000)

Travel will be reimbursed in accordance with FAR Subpart 31.205-46 and the Joint Travel Regulations (JTR).

7. A Contracting Officers Representative (COR) will monitor Contractors performance in accordance with

Solicitation Attachment 0004, Quality Assurance Surveillance Plan (QASP)

9. This Executive Summary has been prepared as an aid to you, the potential offeror. The Government has

made every effort to accurately reflect the requirements and information contained in this solicitation.

However, if there are any inconsistencies between the executive summary and the solicitation, the solicitation

will govern.

10. If Offerors have questions, they are requested to submit them grouped by solicitation section and make

reference to the particular Section / subsection number. Questions must be received no later than 1600 EST on

the cut-off date will not be considered.
