STATEMENT OF WORK REFERENCE DOCUMENTS

**** The applicable documents referenced in SOW paragraph 2.0 are available for review during proposal development if the Contractor deems necessary. These documents will only be disbursed to those Contractors who are preparing a proposal for this solicitation, and are recognized by the Government with a Cage Code number. These documents will be for bidding purposes only, therefore the distribution or misuse of them is unacceptable and prohibited. In order to retrieve these documents, you must contact the Contract Specialist with your Company Name, Address, Cage Code identification number, and a Point of Contact (POC) email address and phone number. In addition, the Contractor shall specifically identify which documents they are requesting from the list in SOW paragraph 2.0. These documents will then be securely emailed to the Contractor's POC via AMRDEC. AMRDEC is a secure Government distribution site that will provide a link and password so you may retrieve the documents. These documents may only be retrieved one time, so be sure to follow the AMRDEC instructions carefully.****

PROGRAM INFORMATION: In accordance with Federal Acquisition Regulations (FAR) Part 15, The Naval Air Warfare Center, Aircraft Division intends to procure engineering and technical support services in support of AIR-4.3 Vehicle Department. The required support activities include specialized engineering / technical services for the development, operation and support of state-of-the-art air vehicle dynamic simulations and architecture, collision avoidance systems algorithm design, engineering analysis, and system acquisition. These services are required to support current and future piloted and desktop engineering simulation capabilities, aircraft trainer devices, and DOD manned aircraft and Unmanned Air Vehicles (UAVs) in-service and acquisition programs. These efforts pertain to flight vehicle models and simulations, flight control systems, engine control systems, collision avoidance systems, flight test data analysis, and related engineering support.

The requirement for these services is currently being performed under contract N00421-11-D-0030 by American Systems Corporation.
ELIGIBILITY: The requirement is anticipated to result in a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The applicable NAICS code for this requirement is 541330, with PSC Code R425. The Government anticipates a release of the solicitation in May 2016 on www.FedBizOpps.gov. The requirement will be solicited under full and open competition.
CONTRACT TYPE: The resulting vehicle will be a non-performance based and performance-based (hybrid), Cost-Plus-Fixed-Fee (CPFF) effort with a level of effort of 268,750 man-hours over a five (5) year period of performance. Since this effort will be a cost-type contract, the successful awardee will be required to have a Government approved accounting system upon award.
NOTE: This is no commitment by the Government to make an award or to be responsible for any monies expended by any interested parties in support of the effort mentioned above.
