AIM-9X CAS ELX Redesign and DDI Requalification   2

The Naval Air Systems Command (NAVAIR) intends to award a Cost-Plus-Fixed-Fee (CPFF) delivery order under NAVAIR BOA N00019-15-G-0003 to Raytheon Company, for non-recurring engineering efforts to redesign the Control Actuation System (CAS) Electronic Controller (ELX) and the requalification of the Dimeryl Diisocyanate (DDI) utilized in the AIM-9X Sidewinder Block I/II/II+ missiles, which will result in engineering change proposals (ECPs). NAVAIR intends to award this action on a sole-source basis to Raytheon Missiles Systems (RMS), Tucson, Arizona.
This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." GENERAL INFORMATION: Raytheon Missiles Systems (RMS) is the developer and manufacturer of the AIM-9X missile, and is the only qualified source that possesses the requisite knowledge, experience, and technical data required to perform this requirement in a timely and cost effective manner.
