AID-OAA-TO-15-00007 GHSC-PSM TO1 extension Justification and Approval (J&A)

Background
The justification and approval (J&A) is for a modification to extend the period of performance (PoP) of the GHSC-PSM IDIQ contract (AID-AA-I-15-00004) and Task Order (AID-OAA-TO-15-00007) with Chemonics International Inc. This extension is necessary to ensure continuity of services and prevent disruption in the provision of quality-assured, life-saving commodities and services as the program transitions to new mechanisms and completes its closeout.

Work Details
The contractor, Chemonics International Inc., will continue to manage HIV/AIDS and related commodity procurement, implement strategic sourcing plans, and provide system support for life-saving programs and humanitarian activities under PEPFAR and GHSD programs. Approximately 80% of the budget is dedicated to procuring HIV/AIDS, maternal and child health, nutrition (MCHN), and other life-saving commodities, while 20% is allocated for systems support across more than 50 countries.

The contract covers over 4,500 HIV/AIDS commodities including treatment, testing supplies, laboratory consumables, MCHN drugs, among others. The extension allows Chemonics to renegotiate or extend subcontracts to ensure timely delivery of health commodities as required by supported programs. The anticipated expenditure during the extended PoP is $836,288,614 for commodity procurement and services.

Period of Performance
The period of performance will be extended from November 29, 2026, to November 28, 2027.

Place of Performance
The contract will be performed in multiple geographic locations across more than 33 countries.
