Description

The Cyber Fusion Innovation Center (CFIC), in collaboration with Army Cyber Command (ARCYBER) Technology and Innovation Center (ArCTIC) is in search of industry expertise for the development of an Artificial Intelligence (AI) / Machine Learning (ML) model embedded on a commercial platform. This platform will enable advanced capabilities for modular mission payload (MMP) development and seamless integration with connected sensors. This release documents ArCTIC's methodology for pursuing, selecting, and assessing such solutions.

Background
The Cyber Fusion Innovation Center (CFIC), in collaboration with Army Cyber Command (ARCYBER) Technology and Innovation Center (ArCTIC), is seeking industry expertise for the development of an Artificial Intelligence (AI) / Machine Learning (ML) model embedded on a commercial platform.

This initiative aims to enhance capabilities for modular mission payload (MMP) development and ensure seamless integration with connected sensors. In Fiscal Year 2025, ARCYBER identified a critical need to collaborate with qualified industry partners to create an advanced AI-driven capabilities tool, addressing operational challenges in current systems that rely on manual processes for MMP creation and deployment.

Work Details
The contract involves the development of an AI/ML model that will be embedded within a commercial platform. The key tasks include:
- **Data Repository Integration**: The platform must support pulling and pushing data to/from supported repositories.
- **Modular Mission Payload Development**: The AI/ML model must autonomously develop low-sophistication MMPs, reducing manual intervention.
- **Sensor Integration**: The platform must enable the porting of AI-developed MMPs to connected sensors.
- **Technical Requirements**: Offerors must propose a technical architecture addressing AI/ML model design, data repository integration, algorithms for autonomous payload development, and mechanisms for sensor integration.
- **DevSecOps & ATO Compliance**: Solutions must comply with ARCYBER's DevSecOps standards and achieve Authority to Operate through automated security scanning and compliance validation. Deliverables include a functional prototype demonstrating MMP development and sensor integration, along with documentation of architecture, design, and operational guides.

Period of Performance
The contract will be performed over multiple phases starting from April 6, 2026, through June 11, 2026, encompassing submission windows, reviews for downselection, virtual demonstration events, and potential follow-on contracts.
