Background
The solicitation is for the operation and maintenance of the communications facility at NCTAMS LANT Naval Radio Transmission Facility (NRTF) Aguada, PR. The site is a remote facility of the U.S. Naval Computer and Telecommunication Area Master Station Atlantic (NCTAMS LANT), physically located in the northwest corner of Puerto Rico within the municipality of Aguada, Puerto Rico.

Work Details
The Contractor shall operate and maintain the Low Frequency (LF) Fixed Submarine Broadcast System (FSBS) at NCTAMS LANT NRTF Aguada, PR. The site consists of one Top Hat Monopole 1200’ base insulated antenna, one transmitter building housing one LF transmitter, and one helix building housing all antenna tuning components. The contract will have an orientation/phase-in/turnover period, an eleven-month base period, and four one-year option periods.
The Contractor is responsible for preparing for full performance during an orientation/phase-in/turnover period that is anticipated to begin approximately thirty (30) days prior to the commencement of services.
The start of performance date is when the new Contractor takes full responsibility for the operation and maintenance of the equipment as specified in the Performance Work Statement (PWS).

Period of Performance
The base period will commence on 01 September 2023 or 30 days from date of award, whichever is later, and will continue for eleven (11) months. The subsequent option periods will continue on the same schedule (day/month) as the base period.

Place of Performance
The work described herein shall be performed at NCTAMS LANT NRTF Aguada, PR.
