Agency/Office: MICC Fort Drum Location/MICC Fort Drum Title: FY25-30 Agricultural Wash Blanket Purchase Agreement (BPA) This synopsis is for informational purposes only. This is not a request for quote (RFQ) or a promise to issue a future RFQ. It shall not be construed as a commitment by the Government to contract for any service. The U.S. Government is not seeking quotes at this time and will not accept unsolicited proposals in response to this synopsis. The active date for this MBPA will be April 01, 2025- March 31, 2030.

Responses in any form are not offers and the Government is under no obligation to award a contract because of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Not responding to this announcement does not preclude participation in any future RFQ, if any is issued.

The Mission and Installation Contracting Command (MICC) Fort Drum, NY is seeking to identify multiple Small Businesses with the interest and resources to enter into a Blanket Purchase Agreement (BPA) for Agricultural Wash Services under North American Industry Classification System (NAICS) Code 562910 Remediation Services. The small business size standard for this industry is $25 million in average annual revenue. The Product Service Code is F999 Other Environmental Services.

Service projects under the BPA would include but not be limited to the following: The Contractor shall provide all resources required to disinfect the unit's equipment. The Contractor may utilize the day prior to and the day after, for set up and tear down. In the event of a national emergency this contract shall have the capability to be surged (i.e. increased staff/hours) If a surge were to occur a new price would be negotiated during the surge time only. All items requiring disinfection are listed in the Unit Deployment List (UDL).

The Contractor must be registered in Wide Area Work Flow (WAWF) for contract payment. To register and access WAWF, go to https://piee.eb.mil/. As prescribed in DFARS 252.204- 7004, interested parties must be registered with the System for Award Management (SAM) under NAICS Code 562910. Representations and Certifications must also be on record. SAM registration is free and done through the website at https://www.sam.gov.

This procurement will be 100% Small Business Set Aside for this requirement.

Background
The Mission and Installation Contracting Command (MICC) Fort Drum, NY is seeking to identify multiple Small Businesses with the interest and resources to enter into a Blanket Purchase Agreement (BPA) for Agricultural Wash Services. The goal of this BPA is to provide necessary agricultural wash services to ensure compliance with environmental standards and operational readiness for military equipment.

Work Details
The Contractor shall provide all resources required to disinfect the unit’s equipment, including but not limited to:
- Pre-washing of equipment to ensure no organic matter is present.
- Disinfection of equipment validated by a USG veterinarian to meet TG31 requirements.
- Capability for surge operations in the event of a national emergency, with new pricing negotiated during surge times.
- Compliance with sustainable acquisition requirements, using products that are energy-efficient, water-efficient, bio-based, environmentally preferable, non-ozone depleting, or made with recovered materials.
- Adherence to environmental policies regarding wetlands and biological resources, ensuring minimal disturbance to fish and wildlife habitats.
- All work must be performed in accordance with Fort Drum’s Environmental Management System (EMS) standards.
