Background
The Millennium Challenge Corporation (MCC) is a U.S. Government corporation formed to help low income and low middle income countries reduce poverty through the promotion of sustainable economic growth. MCC operates on the principle that aid is most effective when it strengthens good governance, economic freedom, and investments in people. MCC awards multi-year grants known as 'Compacts' to partner countries that meet its selection criteria and propose programs that address their constraints to economic growth. Once developed and agreed, MCC compacts must be implemented by those partner countries within terms of not more than five years. MCC's other investment tool, called Threshold programs, are smaller grants often focused on policy and institutional reform in selected countries that come close to passing MCC's eligibility criteria and show a firm commitment to improving their policy performance.

Work Details
The Millennium Challenge Corporation seeks due diligence services to support the analysis of agricultural issues and/or development and implementation of agricultural components of its Compacts or Threshold programs.
Specifically, the contractor shall provide all personnel, equipment, tools, translation/interpretation, workshop venue and materials, supervision, and other items necessary to perform the tasks as defined in Section C of the Statement of Work. The contract type anticipated is time and material type.
The contractor will review relevant agricultural policies including national agricultural investment plans, food and nutrition programs, taxation and incentives structures, policies in trade, environment, natural resources, conservation among others in order to provide targeted recommendations based on MCC's model for increasing economic growth and reducing poverty.

Period of Performance
The period of performance is divided into four option periods: Option Period One from 9/27/25 for 364 days; Option Period Two from 9/27/26 for 364 days; Option Period Three from 9/27/27 for 365 days; Option Period Four from 9/27/28 for 364 days.
