Combined Synopsis/Solicitation Request for Quote Aggregate Web-Based Database

This combined synopsis/solicitation is a Request for Quote (RFQ), prepared utilizing FAR Part 12 procedures. This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued.

This acquisition is being performed as a small business set aside.

This solicitation incorporates provisions and clauses by reference. The full text of the incorporated provisions and clauses may be accessed electronically at www.acquisition.gov/far and www.acquisition.gov/hhsar. The solicitation document also incorporates Federal Acquisition Circular (FAC) 2025-06 October 1, 2025.

All responses must be received no later than Monday, March 9, 2026 at 12:00 p.m. Eastern Time. Offerors shall submit responses to Contract Specialist Jordan Neal by email to jordan.neal@hhs.gov and copy Contracting Officer Julie Rodriguez at Julie.rodriguez@hhs.gov with the subject line Aggregate Web-Based Database Solicitation 7571TE26Q00006.

Background
The FDA is seeking to acquire an Aggregate Web-Based Database to support the Office of Criminal Investigations (OCI) in its investigative activities. This acquisition is part of the agency's mission to enhance its capabilities in accessing and analyzing public, commercial, and law enforcement records across various jurisdictions in the United States. The contract is set aside for small businesses, emphasizing the government's commitment to fostering small business participation in federal contracting.

Work Details
The Contractor shall provide secure access to an aggregate database containing public, commercial, and law enforcement records across all jurisdictions in the U.S. Key tasks include:

1. **Secure Database Access and System Requirements**:
- Provide secure access via HTTPS web-based interface for authorized users.
- Cloak queries from Contractor and third parties.
- Unified searching capability across Contractor’s and affiliated databases.
- Query results must be available within five minutes and reports must be provided in multiple formats (Excel, RTF, PDF).
- Ensure web-portal access from various devices with a minimum retention of information for one week.
- Provide a web-based user guide and toll-free helpdesk support.

2. **Person and Contact Search Capabilities**:
- Comprehensive search capabilities including telephone searches (landline, cellular, VoIP), person searches based on various identifiers (name, SSN, etc.), email searches, social media monitoring, and more.

3. **Business, Corporate, and Asset Search Capabilities**:
- Enable searches for business information including corporate filings, UCC filings, property records, bankruptcy searches, etc.

4. **Vehicles, Aviation, Criminal, and Reporting Capabilities**:
- Provide vehicle registration searches, criminal records searches, FAA certification searches, and integrated reporting features that compile comprehensive reports from multiple datasets.

Period of Performance
The anticipated period of performance includes a one-year base period starting March 16, 2026, with four one-year options extending through February 28, 2031.

Place of Performance
The contract will be performed at locations accessible via internet connection across the United States.
