The purpose of Amendment 773444-20-Q-0008-00001 is to:

1) Post Q&A.
2) Change quantity on CLINs 1001, 1002, 1003, 1004, and 1005 and their related option period CLINs from 3,520 to 1,760 hours.
3) Revise the Performance Work Statement.
4) Revise the Instructions to Offerors, FAR Clause 52.212-1.
5) Add Attachments A - Pipeline Tracker and B - Weekly Planner.
6) Extend the response deadline to May 12, 2020 at 2:00pm Eastern Time.

Vendors shall acknowledge this amendment by signing and returning a copy with their quote. Quotes shall be submited on the conformed copy attached.

The Government is no longer accepting questions about this RFQ.

The United States International Development Finance Corporation (DFC) has a requirement for full-time equivalent Africa Investment Advisors (AIAs) to perform Business Development and Transaction Support non-personal services in Sub-Saharan Africa. The Contractor shall perform all administrative and supervisory functions not limited to the following; all recruiting, placement, relocation if applicable, training, payroll and benefits, information technology, office space, logistical support, travel arrangements, visa requirements, and repatriation services for its AIAs. The Contractor is responsible for the AIAs' work product and deliverables that include business development processes including transaction origination, due diligence support and performance monitoring support.

All questions regarding this RFQ shall be submitted via email. Telephonic inquiries will not be entertained. The deadline to submit questions is 7 April 2020, 3:00 P.M. Eastern Standard Time. Answers will be posted through an amendment to the solicitation. Questions received after the Eastern Standard Time cut-off date/time will not be accepted by the Government. Carefully review the attached 1449 for the Performance Work Statement, Instructions to Offerors and, Evaluation Criteria.

The Government intends to offer a single, firm fixed price Indefinite Delivery/Indefinite Quantity contract to the responsible vendor whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ). Anticipated period of performance is a base period of 01 July 2020 to 30 June 2022 and three (3) one-year option periods to be exercised at the Government's discretion.

Basis for contract award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Quotes will be evaluated using the factors identified in the RFQ. Noncompliance may be grounds to eliminate the quote from consideration for award.
