One of the formulas was corrected in Attachment 2a Workload. The changes wthin the spreadsheet are highlighted in yellow. Attachment 2a Workload Rev 1 has replaces the old attachment.

*** 23 March 2020 ***

A slight clarification to section 3.10 in Section L. Offerors may submit proposals via mail or electronically through DoD Safe. Section L has been updated accordingly.

*** 20 March 2020 ***

A new solicitation amendment and Section L, Rev. 3 has been posted. Section 3.10 has been added to Section L to outline additional proposal delivery methods. In light of recent restrictions involving COVID-19, the government has authorized proposals to be submitted electronically via DoD Safe. This is in addition to the initial submission method via mail. Hand delivery will not be authorized due to social distancing restrictions.

*** 11 March 2020 ***

A number of questions have been received pertaining to the solicitation. These questions and responses have been compiled and are posted as an attachment to this posting. Responses are posted in Red.

*** 5 March 2020 ***

A new amendment has been uploaded to the site to correct the time that proposals are due to 2 pm EDT. Section L Rev 2 has also been uploaded to reflect the same change.

Two questions were also asked and the responses are provided below.

1. Are the labor hours associated with implementing/managing CLIN 0004 and CLIN 0005 included in the Government provided costs in the TEP Price Proposal Workbook? If not should these labor hours be included in CLIN 0002?

Response:

Labor hours are not included in the TEP plug number for CLIN 0004 External Cal & Repair Services. Those hours should be included in CLIN 0002. Labor hours are included in the plug number for CLIN 0005, Calibrations Services FMS.

2. In Volume V, Price - Should a separate table be provided that identifies the fully burdened rate for each labor category?

Response:

A separate table showing fully burdened rates for each labor category should be provided with your Price Proposal.

*** 2 March 2020 ***

There has been an amendment to solicitation that is now posted. The amendment has the following changes: an update to the page limits for the Technical and Technical Attachment volumes in section L, New PPI tool instructions in Section L, attachment 2, and an update to the TEP workbook to reflect a Government plug number for the Contractor Travel and Specialized Training subCLIN (XXXXAB). All affected documents have been replaced with updated versions.

A question was asked regarding submittal of Past Performance info 10 days before proposal due date. This is to allow early start of evaluation of Past Performance. However, the 10 day request is not a hard date and may be submitted within 10 days of the proposal due date.

Also, it was requested to re-publish the AFPSL Draft RFP Questions and Responses2 document. That has been uploaded again.

This posting serves as the official Request for Proposal for the Air Force Primary Standards Laboratory (AFPSL) contract. All posted documents are in their final form. The documents for the Bidder's Library will remain as references and information for proposal development. Please note that due to contract writing system limitations, there is no attachment 3 in the attachment column of Section J. Please review each document and note that the due date for proposals is 31 March 2020, 2 pm EDT.

Background
The posting serves as the official Request for Proposal for the Air Force Primary Standards Laboratory (AFPSL) contract. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the Air Force Primary Standards Laboratory (AFPSL) and Calibration Technical Order services at Central Ohio Aerospace and Technology Center, Heath, Ohio.
The contractor shall perform to the standards in this contract. The estimated quantities of work are listed in Technical Exhibit 2A, Workload Estimates. The contractor shall provide support to Air Force activities, other Federal agencies, contractors, and security assistance programs under the guidelines of AFI 21-113 and this contract.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the Air Force Primary Standards Laboratory (AFPSL) and Calibration Technical Order services as defined in this Performance Work Statement (PWS) except as specified in Section 3 as Government Furnished Property (GFP) and services at Central Ohio Aerospace and Technology Center, Heath, Ohio.
The estimated quantities of work are listed in Technical Exhibit 2A, Workload Estimates. The contractor shall provide support to Air Force activities, other Federal agencies, contractors, and security assistance programs under the guidelines of AFI 21-113 and this contract.
