Introduction: This Announcement for Proposals (AFP) solicits proposals to lease some or all of that certain non-excess, underutilized, undeveloped land hereinafter referred to as the Property .

The Property consists of multiple parcels totaling approximately 1,465 acres of non-excess, underutilized, undeveloped land located in the NASA Stennis Space Center (SSC) fee area as shown in Attachment B, SSC Land Map.

NASA estimates that the Property will be available at award in its current condition for up to a 30-year term. A base term with extension options of up to an additional 20-years can be proposed and will be evaluated and considered by NASA.

SSC has additional expertise and capabilities which are not included in this AFP. Use of these available capabilities will require additional negotiated agreements and are not a part of this Announcement for Proposals.

Background
NASA's John C. Stennis Space Center (SSC) is seeking proposals to lease approximately 1,465 acres of non-excess, underutilized, undeveloped land. The goal of this contract is to engage commercial industry or federal public entities in leasing and developing this land in a manner that aligns with SSC's mission and enhances U.S. competitiveness in the space, information technology, and aerospace sectors.

The intent is not to acquire property or services for NASA's direct benefit but to optimize the use of NASA real property in support of national space policy.

Work Details
The selected Proposer will enter into a lease agreement that grants rights to occupy, develop, operate, modify, and maintain the property for commercial purposes. Key objectives include:

- Leasing NASA land for development;
- Increasing commercial access to space;
- Enhancing U.S. competitiveness;
- Promoting relationships that expand or modernize space capabilities;
- Diversifying operations at SSC.

Proposals must detail planned uses of the land, concept plans for development, financial viability, experience with aerospace-related services, and approaches to boost the local economy. Additionally, proposals must demonstrate compatibility with NASA activities and include a comprehensive budget covering all costs associated with improving and maintaining the property over the lease term.

Period of Performance
The lease term is estimated to be up to 30 years with options for an additional 20 years based on proposals evaluated by NASA.
