AFLOA Computer Assisted Legal Research (CALR)

Background
The 42d Contracting Squadron at Maxwell AFB, AL is seeking qualified sources to provide online legal information services.
The goal is to create an interface between Government systems and vendor databases for access, user ID issuance, and customized database usage reports.
This service will also include customer support such as training and assistance for legal personnel across various branches of the military including the Air Force, Army, Marine Corps, Navy, Defense Logistics Agency (DLA), and Defense Contract Management Agency (DCMA).
The Air Force Legal Operations Agency (AFLOA/JAS) serves as the Executive Agent for legal research for the Department of Defense (DoD) and aims to enhance legal research capabilities through technology for approximately 18,000 users in the federal government.

Work Details
The contract involves providing a Computer Assisted Legal Research (CALR) subscription that includes access to a variety of legal databases.
Key requirements include:
1. **All Databases Menu**: Unlimited access to databases including federal trial and appellate court decisions, rules, opinions from U.S. Supreme Court (1790-Present), U.S. Circuit Courts of Appeals (1791-Present), U.S. District Courts (1792-Present), U.S. Bankruptcy Court opinions (1979-Present), and more.
2. **Docket Databases**: Ability to search docket information on cases in state and federal courts with notifications on new cases.
3. **Fully Accredited ABA Law School Package**: Additional databases available to staff and students at The Army Judge Advocate General's Legal Center and School.
4. **UK Databases**: Access to UK-specific databases covering various legal areas such as employment law and criminal law.
5. **Medical Malpractice Databases**: Focused on assessment and litigation of medical malpractice claims.
6. **Insurance and Claims Databases**: Relevant information for medical claims processing.
7. **Transaction Priced Databases**: List of other databases with standard or discounted search rates.
8. **Database Change Report**: Quarterly reports indicating changes in database offerings.
