Description

The Air Force Life Cycle Management Center (AFLCMC) Medium Altitude UAS (MAUAS), to include Det 3, is surveying the market to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for providing support personnel as well as Sensor Operators, and Pilots (two (2) of which are TPS graduates), for Acceptance and Developmental Test activities of the MQ-9A/MQ-9B and other UASs or MQ-9 variants when identified. Our acquisition strategy is for an up to a five-year contract (basic plus up to four option years) and may continue through CY30. The projected requirements execute three (3) 4-hour, and one (1) 6-hour flight/ground test events per day, 5 days a week, with the capacity to surge to two (2) 4-hour, one (1) 6-hour and one (1) 9-hour flight/ground test events per day for short periods.

The contractor shall provide Pilots and Sensor Operators (hereafter referred to as "aircrew") to support all test operations, planning and execution. This includes production and repair acceptance test and UAS developmental test activities, associated ground/flight activities as well as aircrew training. Test support includes but is not limited to; test plan development, execution and documentation necessary to conduct test. Training will cover both military and contractor aircrew, and shall be accomplished In Accordance With (IAW) applicable Air Force Instructions (AFI) and command guidance. Aircrew members shall be experienced and qualified in the specified UAS per USAF standards and approved as qualified for flight operations. Contractor aircrew members shall remain current and qualified and will integrate into USAF flight operations. The USAF will ensure aircraft and equipment is available for contractor continuation/proficiency training as required. Aircrews shall comply with all USAF operating procedures and use USAF publications, technical manuals or technical orders, and/or manufacturer publications and checklists that apply to flight and test operations of the MQ-9 and other applicable aircraft.

In addition to providing aircrew, the contract shall provide support personnel to include schedulers, coordinators, database administrators, training device managers, and Standards and Evaluation evaluator(s) and Technical Order development support personnel (Fight Manual Manager(s)/Technical Content Managers.
