Amendment 0005 is issued to extend the proposal due date for Volume I Technical/Risk SubFactors 2 and 4 to 3:00 P.M (CST), 10 Aug 17. Volume I, Technical/Risk SubFactors 1 and 3 due date to 3:00 P.M (CST), 17 Aug 17, and Volume III, Cost/Price and Volume IV Small Business Participation due date to 3:00 P.M (CST), 10 Aug 17. Section L, paragraph, L.3.6, changes the time CO will notify each offeror of date and time for scheduled presentation from approximately one (1) week after receipt of proposals to approximately two (2) days after receipt of proposals.

Amendment 0006 with changes to specific RFP documents is forthcoming.

The Air Force requires a full-service advertising service provider (hereafter referred to as the "Agency") to provide all necessary management, supervision, labor, material, and equipment (except for Government furnished items) required to plan, create, design, produce, place, evaluate and measure the effectiveness of advertising and special events in support of Air Force active duty recruiting at the national, regional, and local markets. The Agency shall use all available media formats, including but not limited to: television, radio, magazine, newspaper, online digital, social, direct mail, outdoor, transit, promotional material (posters, brochures, etc.), video, film, and emerging technologies. In addition, the Agency will be responsible for experiential-marketing, planning, and execution. The Agency will utilize media mix modeling to optimize media choices. The Agency will provide lead fulfillment services to include inbound and outbound call center software; lead management services; database management for leads data; and a system for determining lead attribution and disposition. The Agency will manage the television public service announcement program to include reproduction, distribution, tracking, and film storage. Campaign specific sales training may be required. The Agency shall be responsible for campaign specific sales training in accordance with (IAW) specific Task Order (TO) requirements. The contractor shall have the in-house resources to synchronize the campaign objectives across all forms of media. The Agency shall meet the geographical dispersion of the campaign and the Government's requirement for an adequate cost accounting system.
