AFD: Towing, Storage, Maintenance and Disposal of Seized and/or Forfeited Vehicles for the District of Puerto Rico

Background
The United States Marshals Service (USMS) has a requirement for towing, storage, maintenance, and disposal of seized and forfeited vehicles in the District of Puerto Rico. This contract aims to support the USMS's mission by ensuring proper management of seized assets remanded to their custody. The contract is set aside 100% for small business concerns and will be awarded as a Firm Fixed Price type contract.

Work Details
The contractor will provide comprehensive vehicle services including: towing/transporting, appraisal, storage, maintenance, and disposal services for various types of vehicles such as cars, trucks, vans, motorcycles, all-terrain vehicles, golf carts, jet skis, and trailerable boats. Specific tasks include:

1. Towing and transporting vehicles to the designated storage facility within 7 calendar days after award.
2. Providing secure indoor and outdoor storage facilities that meet specific square footage requirements for different categories of vehicles.
3. Maintaining vehicles in accordance with the Statement of Work (SOW), including providing necessary maintenance tasks.
4. Executing disposal procedures for gray market vehicles and government-owned vehicles (GOVs), including the preparation of necessary documentation.
5. Implementing physical security measures such as video surveillance and alarm systems to protect stored assets.
6. Providing on-site security for assets that cannot be relocated immediately upon request from the Contracting Officer's Representative (COR).

Place of Performance
The contract will be performed in the District of Puerto Rico.
