This Synopsis/Pre-Solicitation Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this Synopsis/Pre-Solicitation should be submitted in writing via email to Mr. Idle at the email indicated above.

OVERVIEW: U.S. Army Corps of Engineers (USACE), Seattle District, requires to remove 11 spillway gates, one at a time from service, remove existing coating, inspect all welded connections within the structure, repair welds as required, replace roller chains, repair roller chain tracks, replace all guide spring assemblies, replace all lower leaf seal assemblies, inspect all upper leaf seal assemblies and replace any of the upper leaf seal assembles when directed, fabricate three (3) upper leaf seal assemblies, replace structural bolts or turn bolts as indicated in the contract documents.

The magnitude of construction is estimated to be between $10,000,000 and $25,000,000. The resulting contract will be fixed-price with economic price adjustment contract.

Solicitation number W912DW22R0008 will be posted to the SAM.GOV website on or about 6 July 2022. The solicitation will be an Request for Proposals (RFP). RFPs will be due no sooner than 30 calendar days after actual solicitation issuance date. See the solicitation for details about proposal submission. The NAICS code for this procurement is 237990, Other Heavy and Civil Engineering Construction. The solicitation will be issued as FULL AND OPEN COMPETITION.

The Government intends to award a fixed price with economic price adjustment contract using Lowest Price Technically Acceptable procedures outlined in FAR 36 and FAR 15. The evaluation criteria will be issued within the RFP.

A site visit will be offered within approximately 2 weeks after the solicitation is made available via SAM.GOV Refer to the solicitation for details regarding the site visit.
