AFD National Canine Services for Seized and/or Forfeited Canines for CONUS and OCONUS   4

Background
The U.S. Marshals Service (USMS), Asset Forfeiture Division, is seeking to establish a contract for National Canine Services to support the management of seized and forfeited canines.

The mission of this contract is to provide comprehensive care and management for canines that have been remanded to USMS custody, ensuring their welfare and proper handling in accordance with federal regulations.

Work Details
The contractor will be responsible for the following tasks: onsite seizure/evidentiary support, transportation of seized canines, daily care including feeding and exercise, veterinary treatment as needed, provision of food and kenneling services, expert witness services when required, and disposal services for canines that are no longer needed by the USMS.

All services must comply with 28 CFR §0.111 regarding the management of seized animals.

Period of Performance
The contract will be performed over multiple periods: the base period from February 27, 2026, to February 26, 2027; followed by four option years extending through August 26, 2031.

Place of Performance
The primary location for performance will be at the United States Marshals Service, Asset Forfeiture Division, Landover Operations Center, located at 3601 Pennsy Drive, Landover, MD 20785.
