This solicitation is the same requirement as the Synopsis posted on 27 January 2021 under the solicitation number FA330021R0004.

The Department of the Air Force, Air Education and Training Command (AETC), 42d Contracting Squadron, Maxwell AFB, AL 36112 will issue a solicitation on or about 02 February 2021 for Air Force Credentialing Opportunities On-Line (AF COOL) Purchase Agents.

The Air Force (AF) Credentialing Program Oice (CPO) is part of the Community College of the Air Force (CCAF) and is responsible for supporting the AF's eorts to incorporate civilian credentialing opportunities for enlisted Airmen in their personal and professional development and to assist them in transitioning to the civilian workforce.

The contractor shall purchase all approved civilian/industry credentialing exams, course materials, exam preparation materials, and exam preparation courses/boot camps through various credentialing agencies and vendors for the AF CPO. Payment of exams, exam preparation courses, and exam preparation materials is for approved enlisted AF Active Duty, Reserve and Air National Guard Enlisted personnel. Civilian credentials and associated preparation tools that may be paid for by the contractor are identified on the Air Force Credentialing Opportunity On- Line (AF COOL) website located in the Air Force Automated Education Management System (AFAEMS), Air Virtual Education Center within the Air Force Portal (https://www.my.af.mil/).

This requirement will be solicited competitively and will be set-aside 100% for small business concerns. Only oers from small business concerns will be accepted. The proposed solicitation will be assigned the North American Industry Classification System (NAICS) Code 611710 (Educational Support Services), with a size standard of $16,500,000.00. A firm fixed-priced (FFP) with cost reimbursement CLIN contract is contemplated. This is a competitive Performance Price Tradeo (PPT) best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15.3, DFARS 215.3 and Air Force FAR Supplement (AFFARS) Mandatory Procedure (MP) 5315.3 in which competing oerors' combined past performance information will be approximately equal to price.

The Government intends to evaluate oers and award this firm-fixed price/cost reimbursement contract without discussions. However, the Government reserves the right to conduct discussions if deemed in its best interest. Therefore, the offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint. The offeror's proposal response shall consist of four (4) separate volumes; Volume I - Summary and Misc. Data, Volume II - Technical Proposal, and Volume III - Past Performance Proposal, and Volume IV - Price Proposal. The solicitation is projected to be issued on beta.SAM.gov, https://www.beta.sam.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this oice. Telephone requests will not be accepted.
