Description

The 338th Enterprise Sourcing Squadron (ESS), at Joint Base San Antonio (JBSA) ? Randolph, Texas (TX), is planning to issue a solicitation for an AETC-wide BOS MAC IDIQ. The proposed solicitation identifier is FA300225R0008. The purpose of establishing the AETC BOS MAC IDIQ is to provide an AETC enterprise contracting solution for AETC bases covering the following twenty (20) BOS Performance Work Statement (PWS) service areas: transient aircraft maintenance, resource management, communications and information technology, visual information, publishing management, installation management, operations and management, installation engineering, grounds management, custodial services, emergency management, vertical transportation equipment, fire and emergency services, airfield management, supply and logistics material management services, transportation, purchasing, community services, human resources, and weather. The North American Industry Classification System (NAICS) code 561210 - Facilities Support Services, with a small business size standard of $47 million, Service Code: S216, Facilities Operations Support Services. The period of performance will consist of one (1) five-year basic ordering period, and one (1) five-year ordering period option; a total ordering period of ten (10) years. The proposed solicitation will be a competitive Total Small Business (SB) set-aside with an embedded 8(a) Pool for existing 8(a) requirements. Currently, AETC has four (4) BOS requirements, and one (1) Base Maintenance Contract (BMC) awarded by the 338th ESS. These five (5) standalone ?C? type contacts were awarded by 338th ESS at JBSA Randolph AFB, TX and are administered at their respective base contracting offices. The consolidation of the current five (5) standalone contracts provides streamlined policies and procedures at the task order level by utilizing FAR 16.505, Ordering, to shorten the time to award; thus, reducing contract and administrative costs for both the contractor and Government. The above description of work is for the purpose of general information about the solicitation and consolidation efforts only and is not intended encompass the entire scope of work. THIS IS A SYNOPSIS AND CONSOLIDATION NOTICE. THIS IS NOT A SOLICITATION. It is anticipated that the solicitation will be made available electronically only via SAM.gov and the PIEE Solicitation module as soon as practicable. Offerors are responsible for routinely checking SAM.gov website and the PIEE Solicitation module for any possible solicitation amendments that may be issued. This notice does not commit the Government to award a contract. Background

This will allow for quicker task order awards and improved performance accountability through mechanisms like Incentive Option Periods (IOPs) and Performance Incentive Reductions (PIRs).

Place of Performance
The contract will be performed at various AETC bases including Keesler AFB, Laughlin AFB, Maxwell AFB, Sheppard AFB, Vance AFB as well as additional locations such as Altus AFB, Columbus AFB, Goodfellow AFB, Tyndall AFB, JBSA Randolph/Lackland, Luke AFB, Holloman AFB.
